The structure of a discursive essay must be followed. This structure doesn't have to be rigid, but it will outline both sides. This is a nice illustration of what you should do:

1. Introduction - 

The introduction should be concise and explain both sides of the argument. You can also outline which side you support, as well as provide background information, in the intro.

2. Body -

Although you don't have the right to disagree with the counter-argument, you must write your essay objectively and without being critical. While you should voice your opinion, you must provide enough information and figures for readers to make an informed decision.
